I think I had the problem you are having when they released the update. If you do a search for instructions on how to verify your local cache it can fix it, but short version is;
go to game library in steam
right click FM2012, select properties
select local files, click verify integrity of game...

near where I live round the back of the hospital (never used them myself but they seem to have a good rep)
check the afm as they're known for being a bit fragile (the element inside them breaks)
also check that the vac pipe to the turbo ecu (the one that came out from behind the centre of the dash on the ovlov)
also if you can lay hands on a spare pair of ECU's it may be worth trying to swap them...
