When it comes to old people driving, in fact driving in general - I think everyone should be subject to re-tests every 10 years, then every 5 years once you're 65.
The way I look at it - you have to reapply for your Passport every 10 years which is pretty much your citizenship to the country...

If I was going to get another Mk2 Clio, I'd probably just pick up a cheap 172 with some decent recent history. The differences between these cars is negligible when it comes to chucking it round a corner or planting your foot on a straight.
Edit: Probably try and get myself a flamer thinking...
I find the US Netflix to have plenty to watch, it will probably always have more UK series etc than the UK version thanks to exclusive licensing with LoveFilm.
