Shaking wheels

I have new 16" wheels on my mk1 clio. Thay have been balanced however when i hit 50+ it ok but when i let go of the accelerator thats it the wheels start shaking also when ever i brake hard the car will go to the left. Please help I dont know what the problem is.

Tracking?

Uneven brake wear?

Are the wheels brand new? Or 2nd hand?

Loose wheel bearings (not sure on this one, someone else will tell you if it's a possibility)
