Windscreen washers

I cant figure this one out.

When my bonnet is down my windscreen washers dont work however when i lift the bonnet they seem to be working but not very smoothly. I hear the motor working and have checked the hoses for damage etc but all seem to be fine?

Any advice? Cheers
