I want some new wheels for my Clio, I was thinking of getting 17"s what is the widest I can fit and not get any rubbing what so ever?

And what sort of wheels look the best? Im looking to spend 7-800 quid

Will it need lowering with them on? by how much?

itll look better if you lower it, but the lower you go the more likely to rub it is. most peeps will suggest 40-60 mm as it wont look low enough if you drop it 30mm. as for width stick with 7j or at the most 7.5j, but the offset is also a major factor on whether they will rub or not. style of wheel is personal really so just get a load of magazines and see what styles you like
