Loose blanked off pipe 172

I have this pipe on the pulley side of my engine it is blanked off but clearly looks like it should be attached to the engine round the back. ClioSport 172 ph2

1 What is it for and where should it be connected

2 Why would it be blanked off and left to one side!

Should be connected to a pipe under the inlet manifold.

Cheers is it a breather pipe to feed back I into the plennum airflow?

Is that the pipe that goes to the carbon canister
