You can have it fitted to your car legally.
As long as your car is used/kept off road.
It might be useful to someone who does off roading, or wants the tyre to grow potatoes in etc,
That's why it isn't illegal to sell. (And quite right too)

But dumb people would buy that and use it.

It should be illegal to sell unless the advert has ''THESE TYRES ARE DANGEROUS AND ILLEGAL'' written in it.

Tyres are a sore point of mine. They're the only thing that keep you on the road ffs!
