clip for clio 197 in SE

Hi! Does anybody have clip software, or know where I can plug my clio in south east area? Seems like my UCH not working as it should... I can't change trip computer options, turn on front fog lights and I don't have first speed in wipers... Thank's!

Unlikely to be the UCH and more likely to be either the control stalk(s) or the UPC

I changed stalk control, with no result. What is UPC? and how to diagnose it? Thank's for yours respond!

I check UPC and all fuses are OK.
