Clio 197 Sport '56' plate - headlights will not turn off

Our 197 Clio Sport 197 suddenly developed an issue - the headlights will not turn off at all, unless you dis-connect the battery.
When you re-connect the battery the lights are immediately on.
The rotary stalk mounted light switch and auto-lights are all turned off.
I have checked the internet and it seems to point towards the UPC unit, so had a look and nothing 'appears' out of place.
Anyone got any sensible suggestions?

If your scuttle drain holes block it will leak water as it builds up, especially after heavy rain, and can cause damage to the UPC although normally it's the ECU that suffers..
Check your scuttle for blocks as a matter of urgency because further water ingress is going to make things a lot worse.
If it is water damage it'll need replacing.

UPC is a good shout but you really ought to have it plugged in to CLIP to check the switch status Vs UCH interpretation of the switch position as it could be a stalk/link cable fault also. UPC's aren't coded but they're not cheap either so better to spend a little and know rather than guess IMO.
