cleaning old touch up paint

My cup bonnet had some chips touched up with a dark blue........
Ideally i want to clean that up before going over with the mondial blue paint
was thinking to use some nafta, lighter fluid not sure about the lacquer thinner i dont wanna strip the clear coat off
advice suggestions welcome!!
