Cat/centre section sleeving

Can anyone shed some light on what sleeving involves on the joint between the cat and the centre section on the exhaust please?

Originally the cat to centre section joint was leaking and whistling and was also brought up on the MOT. I had an RS192 cat back fitted to my 182 around 2 months ago with a new cat fitting kit, the whistling noise completely disappeared and returned about a month ago. I've heard people just using high temp silicone but I was wondering what the sleeving involves and who can do it?

Any comments would be helpful

easy peasy

find out the diameter of the pipe on the cat back

get a stainless tube the same, stainless so it lasts

cut off the doughnut on the cat

get it welded on dead straight. I paid about £20

mock it up on the car and cut the excess off
