2002 1.2 Clio Brakes Won't Work

I'm having some problems with my brakes, at random times the breaks will stop fully working and make a strange noise (the only thing i can compare the noise to is when your drill cant turn any further and makes a whirring noise)
I took it to a local garage and they said it wasn't the pads or the discs. The problem usually only happens when i'm going downhill or fast and is starting to get pretty dangerous e.g. the other day I had to use the handbrake to stop coming up to a junction as the brakes gave out again.

I apologise if I haven't got my point across very well I just don't know much about cars.

Sounds like the ABS is kicking in.

Cracked ABS rings can cause issues, or knackered sensors..

However, if you've got bald budget tyres, this won't be helping.
