As long as the ballast isn't too big then I don't see why not. You might need to place it somewhere else though as I doubt it will be the exact same size for the screws to go in.
No definitely not, you could in theory after a lot of effort bodge it up, but it wouldnt be any good trust me.
I bought a pair without ballasts or bulbs for my girlfriends cup, the only sensible way to get them working was to get some ballasts and ignitors etc.
