Won't Rev when rolling

Hi everyone, my 172cup has developed a fault where the car won't Rev past three 3k when rolling it starts misfiring etc, when the car is stationary it will Rev how high you want, I've tried changing coilpack plugs injectors cleaning the sensor at the top of the gearbox has anyone had anything like this any help would be great
