What is this thing preventing me fitting a rear exhaust hanger to the exhaust?

I can't shift it for love nor money (assuming it isn't actually part of the construction) and the rubber will absolutely not fit over it. It's not in any other photos I've found of the job. Now what? :|

There is no surely to a frustrated newbie at 10pm. :smiley:
It's perfectly round and didn't seem obviously movable. I'll try some PlusGas and mole grips tomorrow then.

Yeah on K-tec exhaust its a lil 8mm what just bolts in to stop exhaust sliding off the mount
