This page is incredibly useful I find - it has all of the current Top Gear episodes available to download along with loads of the Fifth Gear episodes as well.

Now obviously if you are on dial-up these episodes are all DIVX files approx 200mb in size so broadband only I guess!
Now the good bit - the episodes are not held on the sites servers. They are available for download using a thing called Bit Torrent or BT. Its very different from the usual file sharing stuff like Kazaa - you only share the file that you are downloading. This sharing is compulsary; the upside of which you usually get very high download speeds. For example I just downloaded a 270mb file from the site at a steady 55kb/s. In a nutshell:
1. Download & install this BT client: http://d.scarywater.net/bittorrent-EXPERIMENTAL-UNOFFICIAL-3.2.1b-2.exehttp://d.scarywater.net/bittorrent-EXPERIMENTAL-UNOFFICIAL-3.2.1b-2.exe
2. Nothing much happens now until you click on a .torrent file that is sitting on a website.
3. Clicking a .torrent file will open the client you installed in step 1, prompting you where you want to save it.
4. It will connect to other people who have the file on their machine and then start downloading it. Magic!
