Rocker cover leaking / cambelt change

I'm currently doing a cambelt change on my 172 engine, that is out of the car, there was a lot of oil around cam cover so was going to re-seal. I've read on here that you should have the cam locking tool attached when taking cam cover off but it's attached to the cam cover can someone let me know if it's alright to unbolt. do I re-seal cam cover once the new cambelt is on? Cant find a lot on this cheers for the help

  dan's cast offs.
can't do it with belt on. got to do it with pulleys off or the cam cover won't come off.

Will the cams still stay in place with cam cover off then or does it not matter as long as I put the locking tool back on the end of the cams before I put the cover back on?
