please could some one help on this photoshop ive for got how to do like a color over lay on these wheel could some one please photoshop them so there white please

Get a 'selection' of the shape you want, add a layer, fill it and play with it, saturation and so on.

Get a 'selection' of the rims, copy them in a new layer and fiddle with levels.
