New calliper & Rear pads - no contact

Replaced my leaky passenger rear calliper with a nonleaky one from a breakers. Bled the callipers, new rear pads (both sides).
Looked at the car yesterday and noticed the outside face of the disc (pass side) was orange/rusty as they are after washing/standing in the rain - drivers side is silver/clean. Its as if the outer pad in the calliper isnt making any contact with the disc face - correct? - what can I look for, and do, to rectify this?
 
The caliper could be seized, you can take it off and wind the piston in and out with a screwdriver and add a bit off grease to try and free things up.

The inside face of the disc is ok though, there seems to be contact on the inside. Will get under later when its a bit lighter and have another mooch
