missing bits?? help..

Just been on PH and spotted this

and this is normal CS engine

It confused me a bit. Is that part circled in red supposed to be missing from CS engines?

It's a fuel rail guard.

Not really needed but good to have.

As to why it's not there, you gona have to ask the owner.
