How is this done?

Just browsing through a Law Firm's website and I came across a series of very cool looking photos that look like they're from a miniture village. Except they're not!

How do you do this?

Nope, not just you. Think I got a bit photoshop happy and ruined it, I always think that too when I see that pic!

Oh, looks a little black to the right... It's more than likely this work monitor that I'm on at the moment.

That site gives off some really nice effects tbh..

Not typical tilt shift pictures, but good effect none the less.
