Help needed! rear drums locked on!

Well i came back from uni today been away for 10 weeks the car (Mk2 PH2 2002) has been locked in my garage for that period, started straight away but I gave it some gas and the thing didn't budge! Now I had a problem just after Christmas were the rear shoe's snapped and jammed the rear drums on. The car was run for a week after this period and then garage. So I don't understand why it has happened again! It hasn't moved.....

Could anyone shed some light....

Im thinking its because it hasn't moved for so long its done something (being French and all)

Anyone no what to-do? or is it a case of tow it out the garage Strip the b*****d down to release the brakes and take it to a garage to look at?

wheels off, give the drums a good smacking, loosens the rust, done.
