help fixing a split - rear bumper

i have recently bought a 172 bumper in pretty bad nick for £30. it needs repainting anyway, so i didnt see a problem with a bit of fillering.
on the top edge of the drivers side there is this spilt:

does anyone have any suggestions as to how to fix/mend this crack, as im guessing fillering wont help here

Im guessing you would have to sand it down, fiberglass over it to patch it over, then filler it, then sand back prime and paint.
Thats my guess, going by what i see

make a plate up from, alluminium if possible, about 6 to 8 inches long, the same shape of the bumper to cover the crack, rivvet it on the inside, fill the crack, wait for it to go off then drill the rivvets out, remove the plate, fill the drill holes and fibreglass the inside.
