Flickering panel. Why?

Could this be a symptom of something about to go wrong? I noticed it when the car started and after the drive home of around 35 minutes it seemed to stop flickering.

Today I’ve noticed that it only does it if the lights are on.

Possibly. Some other lights have gone dim so something is amiss.
