Exhaust heat shield bolts

Evening,

Im needing to replace the handbrake cables on my cup, got as far as attempting to remove the centre section heat shield only to be confronted with what I assume used to be torx bolts/ screws. They are covered in rust and whoever last put them on has rounded all of them.

What's my best means of removing them? Drill them out and replace with some chunky self tappers?

The back of the car is up on axle stands as high as I can get it but I'm still struggling to get under and at them!

Any advice welcomed,

  renault clio 1.4 16v
Vice grip, penetrating spray and a hammer... if that dosnt work then resort to grinding them off and drilling, re tapping
