Engine fan not kicking in

Hi,
When sat in traffic my car overheats.
The engine fan does not kick in.

I have tried disconnecting the coolant sensor then starting the car, but still no fan.

I have measured the voltage at the fan- 13.95v.
I assume this is correct for the higher speed and indicates that I have a knackered fan?

My fan never comes on even in traffic but it's never overheated.

Sure the thermostat isn't stuck shut?

I connected the fan directly to the battery and it worked fine.
I checked the voltage at the fan with the engine running and the air con on and it was 14v. Fan wasn't working.
So is it a fan that is broken at higher volts, or something else that I'm missing?

To close this off for anyone with similar issues in the future, the resistor on my engine fan was the issue. Swapped it with another one off a 2nd hand fan assembly and it kicks in everytime now. Cheap(ish) fix.
