Do ph1 172 have rear fog lights on both sides or just the driver side?

Hi all pretty specific question, i can't seem to find an answer to it, basically I've upgraded to ph2 rear light clusters and rewired it all so all lights work fine, except when i turn the rear fog lights on only the drivers side comes on. I did swap the clusters over and it was the same out come.

Obviously ph2 clusters have a bulb on both side, but does the ph1 wire to both side?

Ph1 only have a wire for the fogs going to the drivers side.
Bring a wire from the drivers side over to the passenger side if you want
