Dephaser advice

I bought a 61,000 mile Ph1 Clio 172 as a second car to tuck away in the garage and make mint (won't take much) but I need a little bit of advice on the Dephaser pulley and the belts.

When I bought the car the owner said he had changed the cam/aux belts and I do have a receipt for this but the Dephaser is a little noisy. The question is do I change the cam/aux belt and dephaser for piece of mind or shall I just get the Dephaser changed? Also roughly what is the cost from the average garage to do the Dephaser?

For the sake of the price of a belt and pulley kit, do the whole lot.
In fact, i'd do the water pump as well.
Genuine Renault Dephaser Pulley, Genuine Renault Water Pump, Gates Timing Belt Kit.
