Cruise control swap from a cruise wheel to non-cruise wheel

Are the steering wheels all the same in terms of they can all accommodate cruise control, regardless of whether or not they have had cruise on before?

Is it just simply a case of swapping the buttons and wires across from one wheel to the other?
