Clio 197 cat

Hi I've recently bought a 197 and the exhaust sounds like it's blowing/ raspy. I think it's had the cat removed. I've attached a picture of it. Can anyone confirm if this is the cat and if so is it complete? I feels like it lacks power low down. I've had a few 172's so know they don't feel that quick lower down the rev range but this feels a lot worse. If this has been cut and can't be repaired does anyone know of a cat or a price for one?
