If someone's takes out a 24 month contract, I buy the phone off them at month 2. Then they don't pay the contract anymore can anything happen to the phone I've bought?

yep, and if they do, you'll have to leap through a whole world of hoops to get it undone.

However it is unlikely, they're quicker to lock the SIM instead which ,of course, isn't your problem.
What is more likely, if a phone is locked, is the account has gone to a fraud department and they lock down the whole lot.

Yeah I won't bother. Just would have been helping them out, got me a cheap phone too. But don't want the risk.
