Bouncing revs

Got in my car this morning. It was cold (-5) so decided to fast idle it at 1500 to warm it up while the window defrosted. I held my foot im a constant position and the revs kept bouncing between 1500 and 500. Its not the first time this has happened. Ill try and video it tomorrow. Any ideas

Yeah i think they all do that when cold! Mine does anyway.

Its worse than it used to be. Is this a fault or what
