Bloody lights

put my lights on dipped beam and only my passenger side works...
sidelights, only my passenger one works...
full beam, they both work!

i've so far replaced the bulb in the driver-side, then replaced the bulb holder. Still doesnt work.

I've yet to check the fuse. Is that likely to be the problem?

any other idea's?
