Blocked Hose behind front bumper??

I removed the front bumper yesterday for a respray to repair 10 years worth of stone chips and fly suicides when i came across a blocked hose... (evidently someones been here before!)

Doe anyone know what its from/mean't to do - the headlight washer tubes are on the left so its not those.. any ideas?
