New Front Damper broken?

Ive just bought a brand new oem front shock for my car.

When it arrived the rod was all the way into the shock body as per photo.

I can pull the rod out and also push it back in and then it stays in.

I would of expected the rod to stay extended once fully extended, but I can push it back in and it stays in.

Is this correct?

They are usually shipped with a clip keeping the rod compressed and with it removed the rod should extend by itself. Sounds like it is defective.

Thought there should be a clip or something as thats what Ive had on other dampers for different cars.

No clip on this one.
