Heat Shield Problem

  RB Clio 182
Basically the heat shield on my 182 has dropped and is rattling on my exhaust which was only fitted yesterday. I've read a guide on here regarding adding washers to the bolt securing the heat shield, sounded like a plan so I went and had a go. Only problem is the nuts are thoroughly rusted on, and on one side the bolt is far too short. I've tried a good old soak in WD-40 but it's like they are welded on.

Temporarily I've wedged a blanking grommet on a bolt on one side (as strange as it sounds) and it's on tight and is secure.

2 questions: 1) Anyone have any suggestions on a better quick fix? 2) Do you think there will be any issues with a blanking grommet being so close to the exhaust?

Cheers
