Foglight fuse keeps blowing

Phase 1 172.

On buying this car the front fogs did not work. Closer inspection fuse blown. Replace fuse and it blows immediately.

Before i get the meters out is this a common problem ? Where do i start ?

higher rated fuse? although you may then blow the bulbs. But its worth a go, imo.
