In the picture I have a black bar that has the main links across the top, how to I get the same bar to appear at the bottom of the site?

you need to make it a library item, then insert the library item from then on, on every page you need it, so that when you need to change that item in the future (more menu items etc), you just change the one library instance of it and Dreamweaver makes the changes for you across the site.
