    The rice thing is a myth Rice doesn't "suck" moisture out of things it just adsorbs moisture out of the air so it would be just as affective to keep it well ventilated with something like a lamp above to dry it

I've just gone for some clear halogen wipacs and osram nightbreaker unlimited on my mx5 and the light output is ridiculous now the high beam is so nice and white as well.     I managed to fix it I had disconnected one of the earths or shorted one of the wires for the dash I imagine if you've got a roll cage going through it that might have done the same
