how much extra will putin alloys on a mk 1 clio cost for a 17 year old oposed to lowering it 35 mm keepin steel rims on?

ok as im just comin up be being 17 ive been sortin out the mk 1 clio i bough but wiv the steel rims that must be 13s? it looks crap so i want to either lower it all round by 35mm and stick some larger steel rims or just get some alloys now which would put the most on the insurance lowering or...

OK im gpoin to be changing the rear drums soon but in the heynes maual it says that u have to replace the nut holding the drums on is this true and why.... also i just put a 16v front bumper on it which has the fog lights on but is it possible to conected them up as the car did not have them on...
