ive had this on meganes but not clios, that tends to be a faulty uch(no power to the climate control pannel on the fan speed part of the pcb) all ive done is taken a 12v switched live to the control pannel and removed the feed wire from the uch. might help you but id say get your multimeter out...
best way is to- look at the gaitor and theres a rubber seal pushed against the gaitor, pull that back and measure the diameter of the shaft with a vernier caliper. mines a 51 plate sport and it was 28mm but measure it coz theres differnt size shafts!
front bumper off and youll see 2 10mm bolts and one more 10mm at the top and a wiring plug on the back. then get the headlight aim set at a mot station.
if the horns not working its either the horn itself, connectors onto the horn or the wires(red/black i think) on the clock spring behind the top steering column cover snapped off.

throttle pedal, throttle body or wiring loom issues. get a good diagnostic garage to have a look! fault codes 9/10 are symptoms of the fault so be careful or it could cost u a fortune and not fix it!
bad misfire or cam timing jumped/crank pulley slipping id say then if youve got the exhaust off. get the plugs out and use a spark tester on each ht lead, while the plugs are out do a compression test. id try that first mate.
get your self a lambda sensor simulator mate, its designed to simulate the second lambda sensor signal back to the ecu and the light stays off. have a look on ebay mate.
