key copy for spare

i have bought the clio with one key
i looked at a local locksmith and he wants 100 euro to copy the key with the transponder , without open=close the car
im wondering if i can do it online cheaper
i ordered a blank key empty on ebay for 4 dollars and i will cut it just to open the door for the moment, maybe

got mine done at a local keycutter for 25 with the transponder coded
