pls help brakes

  black golf v6 4 motion
i think this noise is my brakes, when braking or even just slowing (not using brakes) or turning at low speed i get a grinding noise from front of car along with vibration in steering wheel, could my pads be touching the disks whilst not braking, if so what causes this... or what do you think....

P.s phase 1 clio v6 had disks skimmed and new pads

also when tyre pressure are at book pressure 1.6 bar the noise is really bad, but when at higher pressure (just tested this) 40 psi the noise is gone????

Disks should never be skimmed who did that is stupid.

Thats sounds like your problem should always replace them.

When skimmed the disks are often too thin, especially if vented ones.

Get some new ones
