Heated rear window - clio 1.2 2001

have an issue with my rear window demister - doesnt work - nor do the heated mirrors! Upon looking at this, there is 13v going across the fuse (30a) in the fuse box, on the window there is no voltage, there is however continuity from the connectors of the heated element on the window to earth. Haynes manual says the circuit goes through a multi timer relay - renault have not got a clue what I am on about - this box is located behind the fuse box (left side of dash, underneat the glove box above the bonnet release) Renault are suggesting that it is the ech - which incidently controls everything on the car, but the car works bar the heated mirrors and rear window - anyone any suggestions as to something else to look at???
