extremely slow internet (around 15KB/s)

hi all, my internet over the past few days has gone down to around 15kb/s and is so slow. my broadband supplier is sky but i'm now changing it too EE broadband. is it more than likely that sky has bumped it right down during the switch over? it's getting really annoying as it's taking an age to download stuff and load pages.

i'm asking here because i don't know who it is i should ask about it (sky or EE)

I'm on EE and my line has recently been destroyed by BT! To be fair EE have been okay about it, even sent me out the brand new version of their router for free. BT not so good, have been round three times trying to fix the line and it's still not perfect.
