Dci inline coolant heater

Hi. Does anyone have any experience with the dci 1.5 ph2 inline coolant heater that has the glow plugs in it. I've replaced the plugs but it doesn't heatup under its own power.
I can't find any reference to wiring or fuses or relays that control this assembly. Has anyone ever gone through this and know where and how it runs.

Do you mean that you want it to heat the coolant with the engine off?
