Clutch help

Right i just need someone to clear my suspisions up
The GF has a dci 100 which now when changing gear you have to push the cluth near enough to the floor, Is it the clutch? or something else?

Are you not meant to push the clutch to the floor when changing gear on any manual car.

Isn't that normal?
