Clio 200 - Steering column universal joint "cam nut"

Hi guys! Looking for some advice:
I've had the rack off while changing exhaust manifold.
After reconnecting the UJ, I'm confused about the purpose/fitting of the cam nut and associated cover.

The nut seems to lock up against the shaft when the bolt is tightened, is that correct? The flat on the cover doesn't line up in this case, so this seems wrong.
Alternatively should I have installed the cover to hold the nut in position when tightening? In which case the camming action of the nut seems irrelevant...
Car is 2012 C3RS 200 Cup.
