actually its probably because most have viscous fans,which run all the time,and will spin up with engine revs and vairing temps

it depends on alot of things mate,older cars like seirra xr4x4s had them too,the easiest way of exlpaining is if the vehicle is rwd/4wd the engine is mounted so it runs down the car as apposed to across it right? well the fan works off a viscous coupling attched on the end of the engine,and blows directly onto the rad,its uaually on bigger older stuff,with bigger engines and lorrys use them too

If it was turbo whistle why would an engine like the 3.0 twin turbo'd bimmer lump do it yet a 2.7 TD in a RRS does?
