I'd drive on that, if it's holding air it'll be alright. Just look at getting it repaired or but another single pal.

it was like that when I got the car I did not notice it till a week later but there is no buckle and cant feel any vibration through the stearing wheel

15's are the way forward, suits the clio so much, 16's can be nice. All depends on preference. It's your car, do what you want. If you want 17's try them on, see what it looks like. I tested 17's and loved them but they weren't practical and then opted for 15's due to cheaper tyres and such like.
